Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far. deleting caches, /register a 100 times, tried to get help from admin on server he couldnt do anything.

this is a server sided problem, if he cant figure it out then he should ask himself in the topic of whatever resource he is using as FiveM does not come with this feature out of the box.

then remove any mods you have and verify your game files.

This is why filling out the whole support template is useful.
