Cant hear others after a couple of seconds in 1 city only

What is the issue you’re having?

The city im in the sound of others has randomly stopped working. If I turn voice chat off and on again it works for maybe 4 seconds before not working again until I turn VC off and on again. Also they have no mouth movement when they are speaking and I cannot hear. I have flown into other cities to test and vc works fine its only happening in this one city (HardtimesRP) The whole time people can hear me fine as usual and I havent heard of anyone else currently with the same issue in the city

What have you tried already to fix the issue?

Cleared cache, reinstalled fivem, made sure all device drivers up to date, disabled any devices not being used for talking/listening
