What did you do to get this issue?
i did nothing. what i remember is i played Dragon Ball Z Kakarot and after that i tried to play fivem then i get this error

Which antivirus/firewall software are you using?
Window Defender Only
Did you try to disable/uninstall your Anti-virus?
Already Tried to Disable Everything including firewall

Also add what you already tried so far.
Reinstall the game
deleted the cache.xml
disable antivirus
disable firewall
reinstall windows
tried on different computer
delete the unused network card
update all my drivers
i tried everything i could possibly do but non of them work for me to be able to play the game again.

Please help me to fix this issue as soon as possible. I google out everything but none of them answered my problem.
