Cannot start FiveM - Could not validate game ownership

What is the issue you’re having?

FiveM fails during startup with this error:

“Could not validate game ownership! If you are running this as administrator, please launch it as regular user.”

The CitizenFX log shows that authentication and ownership are successful before the final failure:

  • Rockstar Games Launcher is found and Social Club is active
  • MTL reports that the account is signed in
  • /ros/validate returns and decrypts successfully
  • Valid entitlement block
  • Valid expiration date
  • Valid account ID
  • Matching entitlement found for “Access to Grand Theft Auto V for PC”
  • Matching entitlement found for “Access to Grand Theft Auto V for PC Steam”
  • FiveM reports “creating token” for both entitlements
  • It then immediately reports “Could not validate game ownership”

What have you tried already to fix the issue?

Troubleshooting already completed:

  • Confirmed FiveM, Steam, Rockstar Launcher, and GTAV are not running as administrator
  • Restarted Windows and launched GTA V through Steam into Story Mode before FiveM
  • Verified GTA V files through Steam - also tried reinstalling the game.
  • Deleted the Rockstar Launcher local profile and signed in again
  • Tried connecting via a different network, tried with VPN. Also confirmed timezone is synchronized.
  • Created a completely new standard local Windows account, installed FiveM there, signed into the same legitimate Steam/Rockstar accounts, launched GTA V, and reproduced the identical error.

Windows version

  • Windows 11 Home 25H2, build 26200.8875

System specifications

  • FiveM version: 2.0.0.33206
  • Windows 11 Home 25H2, build 26200.8875
  • GTA V owned through Steam
  • Rockstar Games Launcher version: 1.0.108.2970
  • Windows region: United Arab Emirates

Could not validate game ownership after entitlement tokens found successfully - Steam version." For the main issue description, say something like this: FiveM fails to launch with “Could not validate game ownership, if you are running this as administrator please launch it as regular user.” My CitizenFX log shows both entitlement tokens being found successfully right before the failure, specifically the lines reading “Found matching entitlement for Access to Grand Theft Auto V for PC, creating token” and “Found matching entitlement for Access to Grand Theft Auto V for PC Steam, creating token,” followed immediately by "Error, could not validate game ownership.

since no one can find a fix this video literally saved me i was starting to loose hope i went to bed after a long night of trying woke up and looked at this one video and it worked right away

I have the same problem. I’m playing a licensed game on Steam, but I get the same error when launching it.
