Hi my Home server will not load up it sends heart beat but when it comes to finding it in the five m server list it is not there I don’t know if I have to port forward

google is your friend i this case as every router is different… so google how to port forward for your router.
You need a static IP
server.cfg has the ports you need to forward
you do not need a static IP… you simply need to use whatever ip you got at that given time which is annoying but regardless you dont “need” one.
if you type “whats my IP” in google and you get a long string of numbers, its not going to show up in the server list
that makes no sense… at all… an IP is an IP it dont matter if its static or dynamic aslong as it isnt behind a VPN or something of the sort it will work.
perhaps you need to look up the only difference between the two before telling people incorrect information 
Anyway, just port forward and you will be fine keep in mind with an ip that always changes you will have to keep an eye on it so you can hand it out to people when it happens.
