Almost all the same natives for with FiveM. Almost everything can be ported to FiveM if you put in the time. I know of a few FiveM servers that have FLIR helicopters. So yes, no doubt.

See the thing with coding is that you can extend your creativity and achieve something like this pretty easily. Here is my idea, however I dont think you could pull this off while still having control of the helicopter though, but might work as a passenger.
Teleport the passenger to a spotwhere the “camera” would be, and freeze him, pop a UI on his face and disable all controls but camera movement. Theres your camera, now trigger a function that reverses the effect and put the ped back into the passenger seat as nothing has ever happend
