Did you try to disable/uninstall your Anti-virus?
I ran the exe and it did its installation. warned me about using windows 10 (NO) and then said it needs to download the cache file. I clicked yes and it ran until 95% and stopped. says 0.0 MB/s
EDIT: After restarting the computer and running FiveM.exe again, it froze at 95%, and a few minutes later I had this popup:

Additional note: the FiveM application never asked where GTAV was. It went immediately to wanting to update the cache. videos i have watched show it asking for GTAV location after first running FiveM.exe
im also having the same problem as you mine gets stuck on 91% and i get the same error message about the socialclub patches
