What did you do to get this issue?
I got it after the new update and tried to reinstall, now getting it while installing. During the process of Extracting update.rpf.

Did you try to disable/uninstall your Anti-virus?
Yes, I do not have any antivirus except Windows Defender.
I have already tried updating Windows, my graphics drivers and checking for any GTA updates. I also reinstalled GTA and FiveM multiple times. I already uninstalled all Visual C++ versions and installed a 2015 version. I also deleted C:\Users\MY-PC\AppData\Roaming\CitizenFX to make sure I have a completely clean install. My regular GTA as well as online is fully working.
