Are people allowed to resell EUP keys?

I’m a little confused as I would not think people should sell their EUP keys to others for money …
I have found a discord that sells EUP for 50DKK about 8 $ a month …
I would think this was against your rules as they make money on your products

You are not allowed to share or resell license keys.

Is there a way for me to report them?

If you have any of the keys, forums accounts or servers using them send it to abuse@fivem.net

Where can i find the ToS for this?
Not that i’m doing this, just busted another server ^^
