Are frameworks copyrighted or open source?

I found the cfx.re license agreement a little confusing and am wondering if the frameworks (esx, qbus, etc.) that are created by people free to use or not? I’ve seen comments that state “this framework is stolen” but it was my previous understanding that content created for fivem is open source.

Well to start, qbus is a leaked framework so there’s that.

Open source doesn’t mean anyone has the right to do whatever they want. Whoever creates scripts for their server doesn’t have to release said script making the “open source” portion invalid. People can still attach licenses and copyright their work even if it’s open source. If you couldn’t then anyone could steal someone else’s open-source project and claim it as their own.

Open-source stuff all depends on the licenses shipped with that software.
