Are Custom Third-Party Launchers / Updaters Permitted Under the Current Cfx.re PLA?

Hello,

I am looking for an official clarification regarding the current Cfx.re / FiveM policies concerning third-party community launchers and updaters.

I previously contacted Cfx.re Support regarding this question. Support redirected me to the “Troubleshooting FiveM and RedM Technical or Server Configuration” article, which recommends using the Cfx.re forums for further assistance.

We are currently developing a dedicated launcher/updater for our FiveM community, and before deploying it we want to make sure that the project fully complies with the current Creator Platform License Agreement, Rockstar Games Terms, and Cfx.re policies.

The intended purpose of the application is:

  • Provide a community launcher/interface for our server.
  • Display server/community information and server status.
  • Keep community-specific files or launcher files updated.
  • Start the official FiveM client and connect the user to our licensed FiveM server using an officially supported connection method.

The application is NOT intended to:

  • Modify or replace FiveM binaries.
  • Modify the Rockstar Games Launcher.
  • Modify GTA V executable files.
  • Inject code into FiveM or GTA V.
  • Read or modify FiveM/GTA V process memory.
  • Bypass Cfx.re or Rockstar authentication.
  • Bypass FiveM anti-cheat/security mechanisms.
  • Circumvent bans, identifiers, licensing, server authentication, or platform restrictions.
  • Reverse engineer or redistribute FiveM/Rockstar proprietary components.

We would appreciate clarification on the following points:

1. Is a standalone third-party community launcher/updater permitted under the current Cfx.re Creator Platform License Agreement?

2. Is it permitted for such an application to launch the official FiveM client and direct the player to a specific server?

3. What is the officially supported method for doing this? For example, is an external fivem://connect/... style connection permitted from a standalone application, or is this intended only for web browsers?

4. Can the launcher update files belonging exclusively to our own application/community, provided that it does not modify FiveM, GTA V, Rockstar Launcher, or their protected files?

5. Are there restrictions regarding making the launcher mandatory for players who want to access a particular community server, as opposed to making it optional?

6. Are there specific actions that would cause a launcher/updater to violate the current PLA, such as interacting with the FiveM installation directory, process memory, client files, authentication, or anti-cheat systems?

7. If custom launchers themselves are prohibited or unsupported, could a Cfx.re staff member point us to the current policy or agreement section that establishes this restriction?

We are specifically looking for clarification based on the current rules, rather than older FiveM policies or historical forum posts, as we understand that the platform policies have changed over time.

We do not want to develop or deploy anything that circumvents the official FiveM client or Rockstar/Cfx.re services. Our goal is simply to determine the exact technical boundaries before continuing development.

Thank you.
