Alone on server but there are more than 20 people in chat?

What did you do to get this issue? yesterday
What server did you get this issue on? Balkanika

If an issue with starting:
GTA V folder screenshot everything works
GTA V/update/x64/dlcpacks screenshot every update downloaded
Filepath to FiveM folder /
FiveM client folder screenshot /
Did you try to disable/uninstall your Anti-virus? yes

Also add what you already tried so far. Restarting PC , reseting network , reinstaling fivem
So this is only issue on server Balkanika. So when i join it it says that i am alone but there are people in chat . When i asked them they sad that it hapened to some of them and they just restarted PC and it worked .
