What did you do to get this issue? Nothing, just installed the app.

I disabled and reinstalled the anti-virus.

I tried to reinstall FiveM, reinstall GTAV, verifying the came Cache and closing and reopening steam.

its way out of date, use https://www.microsoft.com/en-ca/software-download/windows10 and update windows.
