Additional Vehicles (not to replace default)

Hello there,
I have commonly seen on FiveM servers that the said server has more than the standard amount of police vehicles in. (like 30 custom vehicles). I was wondering if anyone knew how this was achieved for FiveM?

I think you speak about add a vehicule with the name of you want et no replace a vehicule already existing ?
There is a tutorial to convert addon to ressource fivem .
