If you cannot find this specific chat theme then it’s private.
Have a look at the default included chat-theme-gtao. For a theme like the screenshot above it looks very similar to the default chat but just changing some CSS.
You can also, as said, use a chat template where you pass CSS/Html with the template. Documentation see http://docs.fivem.net/resources/chat/events/chat-addTemplate/

i know this is old . but does anyone have an idea how you can set the padding and margin based on the text length.like in the picture ?
